Douala at the Centre of Ambitious Urban Projects Henri Eyebe Ayissi receives the chairperson of Hua Ao International and Development Group
The Minister of State Property, Surveys and Land Tenure (MINDCAF), Henri Eyebe Ayissi, granted an audience to Mr. Liao Chunrong, Chairperson of the Hua Ao International and Development Group, and his delegation, as part of a fact-finding mission aimed at exploring large-scale investments in urban areas, particularly projects to restructure and redevelop the city of Douala. The meeting, held at the Ministry of State Property, Surveys and Land Tenure (MINDCAF), focused on project implementation modalities, access to secure land, land concession mechanisms and public incentive measures designed to facilitate the execution of major urban development projects.
Minister Eyebe Ayissi reaffirmed Government’s commitment to fostering a conducive investment climate for partners seeking to contribute to Cameroon’s urban transformation. He recalled the central role MINDCAF plays in drafting legislative and regulatory texts relating to State property, surveys and land tenure, making the Ministry a key institutional partner for any company seeking to secure land and undertake infrastructure projects.
Discussions focused on land tenure security procedures, the simplification of cadastral procedures and the issuance of reliable and legally secure land certificates. In this regard, the Minister expressed MINDCAF’s willingness to provide technical and regulatory support to the Hua Ao International and Development Group, with a view to facilitating access to viable land for urban redevelopment projects. Through this approach, MINDCAF positions itself as both a technical facilitator and regulatory authority, underscoring the importance of a reliable land registry in attracting sustainable investment through land concessions.
The Minister also emphasised the alignment of proposed investment projects with Cameroon’s National Development Strategy 2020–2030 (NDS30), which seeks to drive structural economic transformation and operationalise the national vision of making Cameroon an emerging country by 2035. The renovation and modernisation of cities, particularly Douala, constitute key pillars of this strategy, combining urban development and job creation. During the discussions, the Minister reiterated MINDCAF’s efforts to facilitate investment through land tenure security, enhanced cadastral reliability and the provision of serviced and legally secure land. He further stressed the importance of a clear and transparent regulatory framework to reassure foreign investors.
The audience is part of the implementation of the National Development Strategy (NDS30), coordinated by the Prime Minister, in line with the vision of the Head of State, His Excellency Paul Biya, to transform Cameroon’s urban and economic landscape and position the country as an emerging nation by 2035.
Through this engagement, Government reaffirms its determination to attract international partners and support structural projects capable of sustainably improving living conditions, stimulating economic growth and enhancing the attractiveness of Cameroon’s major cities, particularly Douala.
