STRENGTHENING URBAN GOVERNANCE IN CAMEROON

On 17 March 2026, the sixth meeting of urban development stakeholders which took place in Yaounde, Cameroon, marked a significant milestone with the official launch of the National Association of Urban Development Stakeholders (ANAU). This new body aims to ensure the sustainability of achievements within the scope of the Urban Platform Project and to strengthen collaboration among stakeholders involved in urban development.
The Minister of State Property, Surveys and Land Tenure (MINDCAF), H.E. Henri Eyebe Ayissi, emphasised the vital need for a permanent framework for dialogue, coordination and effective urban governance. MINDCAF plays a strategic role in managing land, surveys systems and public property, all of which are essential for sustainable urban development.
One major achievement of the project is the implementation of a multipurpose digital cadastral plan in Soa. This initiative has made it possible to identify more than 6,000 plots, map land use across 120 hectares and create a reliable georeferenced database. It has also introduced digital addressing, thereby improving access to urban data.
These initiatives are part of the National Development Strategy (NDS30), which lays emphasis on the digitisation of land management and improved governance.
Future plans include transferring this cadastral tool to MINDCAF and scaling it up nationwide, starting with Yaounde and Douala.
Supported by partners such as the European Union and Expertise France, this project highlights the importance of cooperation in building sustainable, inclusive and resilient cities.
The establishment of ANAU marks a major step forward in strengthening urban governance and promoting sustainable development in Cameroon.
