MINDCAF – AfDB: Towards Accelerating the Central Plain Land Development Project

The Minister of State Property, Surveys and Land Tenure, Henri Eyebe Ayissi, on 25 June 2026, granted an audience to a delegation from the African Development Bank (AfDB), led by Albert Nyaga, as part of the complementary pre-appraisal mission for the Project to Support the Land Development and Settlement Programme for Large-Scale Producers in the Central Plain of Cameroon.

The meeting was an opportunity for both institutions, together with the other government departments partnering in the first phase of the Central Plain Project (Agro Park), to review the progress made so far and identify priority actions required to ensure its effective implementation. Discussions focused in particular on finalising the Detailed Preliminary Land Development Plan, an essential step towards improving the allocation of land to investors and securing land tenure for future developments.

MINDCAF also highlighted several key expectations, including support for the recruitment of a consultant to assist the Ministry; the continuation of field missions to assess the current occupation of the sites concerned; and the financing of prospective studies on the settlement of large-scale agricultural producers in the Central Plain.

Discussions also underscored the need to accelerate field visits in the Mbéré and Djerem Divisions of the Adamawa Region, strengthen the project’s technical maturation and continue assessment missions in other areas along the Central Plain corridor.

Furthermore, the establishment of a specialised project management unit within MINDCAF, in collaboration with the partner government departments, was discussed in order to ensure more effective monitoring of project activities.

Through this mission, the Minister of State Property, Surveys and Land Tenure reaffirmed his commitment to supporting investors and technical and financial partners in implementing appropriate facilitation measures relating to State property, surveys, land tenure and State land procedures. These measures are intended to promote large-scale agricultural investment, the sustainable development of land resources and Cameroon’s economic growth through the Central Plain Land Development Project.
